The production capacity gate is tightened synchronously. The new version of the Implementation Measures for Capacity Replacement in the Steel Industry, which officially came into effect on May 18th, will raise the national replacement ratio to no less than 1.5:1; After the two-year transition period, it is strictly prohibited for different enterprises to simply buy or sell production capacity indicators, and the only way to integrate production capacity is through "substantive mergers and acquisitions".
Carbon constraints are also being comprehensively strengthened. 2026 is the first compliance year for the steel industry to be included in the national carbon emissions trading market; The Opinions of the Central Office and the State Council on Doing a Better Job in Energy Conservation and Carbon Reduction at a Higher Level and Quality stipulate that newly launched "two highs" projects must implement carbon emission equivalence or reduction substitution. Externally, the EU CBAM has entered its first year of mandatory collection, with the scope of control expanded to 180 downstream products of steel and aluminum. The first certificate price has reached 75.36 euros/ton, and the first clearance will be achieved in September 2027.
