2、 Market background

On June 19, 2026, the United States and Iran officially signed a peace agreement. The core contents of the agreement include: immediate and permanent ceasefire on all fronts, lifting of maritime blockade and suspension of sanctions against Iran, and reopening of the Strait of Hormuz. Iranian Foreign Minister Alaghi announced that Iran's export restrictions on oil and petrochemical products have been waived, some frozen assets have been unfrozen, and Iran's domestic reconstruction projects have officially started simultaneously. This means that a country with a population of 92 million, the world's second largest natural gas reserves (over 32 trillion cubic meters), and the fourth largest oil reserves (over 200 billion barrels) has suddenly opened its doors to the world after more than 40 years of sanctions isolation and war shock.

According to the US Iran Memorandum of Understanding, a private fund of at least $300 billion will be established for Iran's reconstruction and economic development. This is a purely private capital driven tool, and currently more than half of the funds (over $150 billion) have received commitments from companies to participate in fundraising. The investors include companies from multiple countries including the United States, Gulf Arab countries, South Korea, Japan, Singapore, Malaysia, and others. The field focuses on energy, logistics, manufacturing, and transportation.

Oil and gas facilities suffered unprecedented damage. During the war, Iran's oil and gas infrastructure suffered devastating blows: more than 80 core oil and gas energy facilities were completely scrapped, 2.4 million barrels per day of refining capacity was damaged, natural gas production was reduced by about 10%, and complete repair still takes about two years. Over 130 cities have suffered severe damage to public facilities, more than 360 ships have been affected by the war, and over 230 have sunk or been scrapped. Iran has officially launched the reconstruction of damaged oil infrastructure, with the goal of restoring 80% of its oil production capacity within two months. A spokesperson for the Iranian Parliament's Energy Committee stated that the infrastructure reconstruction of the South Pars gas field (the world's largest natural gas field) will be completed within two years, with approximately 50% of the reconstruction work expected to be completed before the onset of winter. The damaged Lavan refinery has partially restarted.

Iran has made it clear that it recognizes China. The President of the Iran China Chamber of Commerce has made it clear that Iran's future policy towards China will no longer be limited to oil exports and commodity trade, but will seek deeper and more comprehensive strategic cooperation. Daewoo Construction in South Korea has established a new "Middle East Reconstruction TF (Special Task Force)" to fully seize the Iranian reconstruction market. Japanese and European engineering companies are also accelerating their layout. The time window left for Chinese companies may only be a few months.
