2、 Background of this event

Inland waterway transportation is an important component of the integrated transportation system and the comprehensive utilization of water resources. Against the backdrop of promoting the "dual carbon" policy nationwide, accelerating the green and intelligent development of inland vessels is an important task for building a strong transportation country and achieving high-quality development of shipping. To this end, the country has issued a series of documents to vigorously promote and support the green and intelligent development of inland ships.

During the 12th and 13th Five Year Plans, the country has issued multiple documents requiring and supporting the use of clean energy such as LNG by ships, and has made specific deployments; After entering the 14th Five Year Plan period, the country has put forward new requirements for the high-quality development and green transformation of the shipping industry, issued new policies and made new deployments, promoted the process of green and intelligent development of ships, and included it in the national strategic deployment to promote large-scale equipment updates, providing multi-faceted policy support. The recently released National 15th Five Year Plan Development Plan emphasizes the need to accelerate the comprehensive green transformation driven by green and intelligent dual wheels. Bringing rare new opportunities for accelerating the green transformation of inland waterway transportation.

After research, the China Transport Association has decided to follow the principle of "two-way service" and seize the opportunity to successfully hold the "2025 First Inland River Ship Green and Intelligent Development Forum" in Wuhu in November 2025. Based on this, the "2026 Second Inland River Green and Intelligent Ship Conference and Exhibition" co hosted by the China Transport Association, China Port Association and other units will be held at the Wuhan International Expo Center on May 21-22, 2026. Therefore, this implementation plan is specially formulated. To understand national policies and industry development trends, grasp the latest technology and equipment of inland ships, and invite industry insiders to participate in conferences for exchange and discussion, contributing to the green and high-quality development of inland ships.

3、 The theme and main content of the event

The core goal of this event is to systematically promote the green and intelligent transformation of inland waterway ships, guided by the "Implementation Opinions on Accelerating the Green and Intelligent Development of Inland Waterway Ships" issued by five ministries and commissions, with the theme of "Green Moving Inland Waterway Ships, Intelligent Connection for Future Shipping", focusing on accelerating the green and intelligent development of inland waterway ships. Through exchanges, discussions, and exhibitions, we will further promote the implementation of relevant national policies, summarize and exchange experiences, promote advanced technology and equipment, promote the improvement of relevant standards and regulations, explore ways to increase financial support and reduce investment costs, and further promote inland waterway shipping enterprises, shipbuilding enterprises, and related enterprises and institutions. We will seize the rare opportunity of the country's "promotion of large-scale equipment updates" and accelerate the process of green and intelligent development of inland waterway ships by accelerating the upgrading and replacement of old ships.

4、 Introduction to the venue of the event

The development of green and intelligent ships in Hubei's inland rivers is at the forefront of the country, with its ships leading in green power and intelligent navigation. Wuhan, as the core hub of the Yangtze River Economic Belt and the national source of research, development, design, and industrial development of green and intelligent ships in inland rivers, gathers top scientific research and industrial resources. More than 80% of the country's green and intelligent ship research and design come from Wuhan, and the market share of the core power system of electric ships is the highest in the country. Achievements such as 10000 ton pure electric ships, pure methanol ships, and hydrogen fuel demonstration ships have been intensively implemented, leading the high-quality development of inland shipping with the clear trend of "electric drive leading, multi energy complementary, intelligent integration, and standard leading". Holding this conference in Wuhan is conducive to conducting on-site inspections and summarizing and exchanging experiences, in order to better promote the green and intelligent development of inland waterway transportation and ships in Wuhan and even the whole country. 5、 Six core highlights of green and intelligent ships in inland rivers of Hubei Province

1. Green Power is leading in the country: building a multi energy complementary system with pure electric/battery swapping as the main, methanol as the backbone, hydrogen fuel as the forward-looking, and LNG as the supplement. Demonstration ships of 10000 ton pure electric, methanol, and hydrogen fuel are densely deployed, suitable for all routes and ship types.

2. Core equipment is independently controllable: key equipment such as marine batteries, motors, and electronic controls are 100% domestically produced, electric ship power systems have the highest market share in the country, and the localization rate of green fuel supporting equipment exceeds 80%.

3. Intelligent Navigation Original Leading: Independently developed core technologies such as L2-L3 level autonomous navigation, automatic berthing and departure, remote driving control, digital twin, etc., to achieve integrated intelligent control of ships and shore, leading the country's inland rivers.

4. Green infrastructure closed-loop formation: Build a large-scale charging and swapping demonstration route and port in the middle reaches of the Yangtze River, break through high-power fast charging, fast swapping, and two-way interaction technology between ship and port networks, and mature the ecosystem.

5. Leading industry in R&D standards: Over 80% of the R&D and design of green and intelligent ships for inland rivers in China are from Hubei, leading the development of national and industry standards, and multiple proposals have been included in IMO international standards.

6. The full scenario demonstration has achieved significant results: it has been applied as a benchmark in freight transportation, cultural tourism, maritime affairs, engineering, smart ports and other fields, forming a replicable and promotable "Hubei Plan" to support the transformation of national shipping.

7、 Fee Standards

（1） Exhibition fee standards

1. Indoor bare space exhibition area (minimum rent of 36 square meters): bare space area of 1200 yuan/square meter for exhibition period

2. Standard booth (3 × 3m): 12800 yuan/booth for single opening (10% additional fee for double opening booth)

3. Standard booth fees: including exhibition space, 2.5m high wall panel, lintel production, 9 square meters of carpet, one negotiation table, two chairs, one 220V power socket, and two fluorescent lamps;

4. The bare land cost includes: exhibition venue, security, and cleaning services.

（2） Conference Fee Standards

1. Invite well-known enterprises with technical expertise to give conference speeches, lasting 20-25 minutes, with a cost of 39800 yuan (including a 9-square meter standard booth).

2. The conference attendees will receive a discount of 2300 yuan per person, and member companies of the organizing unit will receive a discount of 1800 yuan per person (double membership of the main organizing unit will not receive duplicate discounts).

3. Registration for the conference before April 20th will result in a discount of 1500 yuan per person for member units and 2000 yuan per person for non member units. Admission to the conference is free with conference credentials and free access to the exhibition.

4. Sponsorship for event documents is 30000 yuan (including exhibition and conference hanging ropes and chest tags with the sponsor's advertisement and logo), advertising billboards are 800 yuan/square meter, road flags are 800 yuan/face (3.5 meters * 1.5 meters), conference manuals and exhibition magazines are printed with cross color pages for 10000 yuan, and handbags are 20000 yuan/2000 pieces.

5. The conference expenses include: entrance certificate fee, document fee, and three meals during the conference period (transportation and accommodation fees are borne by the participants themselves).

6. Government officials, industry associations, and research institutes are exempt from conference fees.
