1、 Overall situation

The Shanghai International City and Architecture Expo (hereinafter referred to as the City Expo) is one of the important theme activities of World Cities Day. As the first United Nations global urban governance platform established by Shanghai, World Cities Day showcases the best cases of sustainable development in cities around the world through an international platform, promotes the achievements of various countries in the field of urban sustainable development, and promotes practical and feasible achievements and experiences in urban construction and governance. Highlighting Shanghai's urban soft power, it plays an important role in cultivating the spirit of the city and showcasing its character. Since 2015, it has been successfully held for 11 sessions and has become an international platform for promoting the achievements of China's new urbanization construction, a display platform for the development achievements of the Yangtze River Delta integration, an experience platform for Shanghai's urban construction and social governance level, and a high-end platform for promoting industry and enterprise negotiations, exchanges, and cooperation.

The 2026 City Expo will have an exhibition area of 40000 square meters, covering two halls and attracting over 400 exhibitors. The expo will focus on green, low-carbon, and high-quality development, helping Shanghai promote the implementation of the "dual carbon" strategy, build an ecological smart city, coordinate urban digital construction with ecological and natural harmony, and comprehensively showcase the core concepts, achievements, and application demonstration cases of construction, operation, and management in the sustainable development of high-quality cities.

The "Shanghai Urban Water Supply and Drainage and Smart Water Exhibition" was organized by the Science and Technology Development Center of the Ministry of Housing and Urban Rural Development, the Shanghai Environmental Protection Bureau, the Shanghai Water Affairs Bureau, the Science and Technology Committee of the Shanghai Water Affairs Bureau, the Shanghai Drainage Industry Association, the Shanghai Water Supply Industry Association, the Shanghai Water Resources Management Affairs Center, the Shanghai Drainage Management Affairs Center, the Shanghai Water Supply Management Affairs Center, the Urban Investment Water Group, the Shanghai Water Planning and Design Research Institute, the Shanghai Urban Construction Design and Research Institute, relevant associations and engineering design units in various regions of the Yangtze River Delta. Nearly 50000 people attended the exhibition.

2、 Industry background

Water resources are the core lifeline of urban survival and development, and the quality of water environment and the guarantee of water security are directly related to the improvement of urban resilience and the well-being of people. The per capita water resources in China are only one-third of the world average, and over 400 cities suffer from varying degrees of water scarcity. The contradiction between water scarcity and economic and social development continues to deepen. In addition, with the acceleration of urbanization and frequent extreme weather, issues such as urban waterlogging, aging pipeline networks, and water quality safety have become prominent, which puts higher demands on the comprehensive carrying capacity of the water system.

At the policy level, a support system of "multi-dimensional collaboration and full chain coverage" has been formed. The Opinions on Promoting the Construction of New Urban Infrastructure and Building Resilient Cities, the Smart Water Conservancy Construction Plan (2025-2030), and other policies have been intensively introduced, clearly requiring the promotion of digital transformation of water facilities and the construction of a smart underground pipeline management system. By 2025, 100 smart water pilot cities need to be built to control pipeline leakage rates below 8%. The implementation of the "Artificial Intelligence+" action and government data sharing regulations promotes the transition of smart water management from a concept to a practical stage of "global perception, intelligent decision-making, and collaborative governance", and accelerates the application of new technologies.

The urgent need for industry transformation has made green, low-carbon, and intelligent upgrading the core direction. The construction of green and low-carbon benchmark plants for sewage treatment is being comprehensively promoted, and the target for the utilization rate of recycled water has steadily increased to 25%. The application of low-carbon technologies such as photovoltaic energy storage and precise aeration is becoming increasingly widespread. The intelligent operation and maintenance of secondary water supply, real-time water quality tracing, and collaborative governance of river basins have become the focus of the industry. It is urgent to integrate advanced technologies, innovative models, and successful experiences through international platforms to accelerate the transformation of the water industry from traditional infrastructure to "smart, low-carbon, and intensive", and to help promote sustainable urban development and ecological civilization construction.
