In the 2025 Two Sessions, "embodied intelligence" was first included in the government work report and officially entered the national strategic plan as an important component of future industries.
In October 2025, the "15th Five Year Plan" proposal approved at the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China proposed a forward-looking layout for future industries and the promotion of embodied intelligence as new economic growth points.
In November 2025, the General Office of the State Council issued the "Implementation Opinions on Accelerating Scene Cultivation and Opening up to Promote Large scale Application of New Scenes", proposing to explore innovative application scenarios of robot technology in multiple fields and promote the deep integration of the real economy and the digital economy.
The intelligent robot industry, anchored as the core track by the 15th Five Year Plan, is standing at a historical turning point from "technological accumulation" to "scale explosion". The rise of the intelligent robot industry is an inevitable result of policy systematization, technological breakthrough iteration, market rigidity demand, and ecological coordination layout. During the 15th Five Year Plan period (2026-2030), intelligent robots will steadily rank first in the world with a market size of 400 billion yuan, becoming the core engine for promoting new quality productivity and supporting the construction of a manufacturing powerhouse, and writing a new chapter in the development of "AI empowers embodied intelligence, robots reconstruct production and life".
