Market Background
Africa has become a popular investment destination for photovoltaic power plants in recent years. Due to factors such as Africa's geographical latitude and sunlight quality, with the same photovoltaic array, Africa produces twice as much electricity as Central Europe. Ghana, as one of the rapidly developing countries in Africa, has received great attention, and its electricity and energy market has broad development prospects.
Ghana is located in West Africa, on the north coast of the Gulf of Guinea, and borders the Atlantic Ocean to the south, with a superior geographical location,
It is an important external port and cargo distribution center in West Africa, which can radiate to the market of over 300 million people in the West African Economic Community. As a member of the West African Economic Community, its products not only have the freedom to enter other West African countries, but also enjoy duty-free and quota free treatment for exports to European and American countries; Natural resources are abundant, with gold, oil, and cocoa being its three major export products for foreign exchange. It is a country in sub Saharan Africa with relatively complete digital infrastructure construction. According to the 2022 Global Innovation Index released by the World Intellectual Property Organization, Ghana ranks 95th in the composite index among 132 countries and regions. In the 2024 budget report, it is proposed that Ghana's Gross Domestic Product (GDP) has exceeded 1 trillion Ghana Cedi, and the economy has made significant progress.
1、 Market positive news
Ghana invests $3.4 billion to launch clean energy plan
According to "City Network" on December 5th, Ghana has launched a $3.4 billion renewable energy investment plan to establish itself as a leader in the clean energy sector on the African continent. The government's five-year strategy will change the country's energy landscape and strengthen its role in Africa's green transformation. The Minister of Energy and Green Transition stated that the plan will be based on private sector participation to unleash Ghana's enormous renewable energy potential.
The African continent has abundant renewable resources, but still faces long-term energy poverty. If African countries work together, only 20% of renewable energy potential can be utilized to eliminate energy poverty and promote sustainable development across the entire African continent. The plan aims to install 1400 megawatts of renewable energy capacity, deploy 400 microgrids, launch over 100 fast charging stations, and extensively use solar water pump systems to improve agricultural productivity. Ghana currently has single rooftop solar installations in Africa
The installed capacity is 16.8 megawatts, and a 200 megawatt solar power plant has recently been completed. It is expected to expand to 1000 megawatts by 2032.
Ghana accelerates the development of solar power generation
On December 4th, according to a recent implementation report released by the African Development Bank, Ghana is moving towards a symbolic increase in clean energy production, although not significant. It is expected that by 2026, the country will add about 111 gigawatt hours of solar power generation. The report provides a detailed overview of the progress of Ghana's microgrid and solar photovoltaic net metering projects. The African Development Bank's $85 million project aims to improve rural electrification in Ghana and reduce reliance on hydroelectric and thermal power generation.
Although the addition of solar power generation capacity will not fundamentally change the country's power generation structure, it is a measure aimed at alleviating the long-standing structural deficiencies in the power industry. Ghana's electricity demand is growing by over 4% annually, given the government's commitment to achieving universal access by 2030
Diversification of electricity supply is crucial. At present, renewable energy accounts for less than 1% of Ghana's power generation structure, far behind African countries such as Kenya and South Africa, except for hydropower. The plan supported by the African Development Bank aims to accelerate energy diversification through decentralized solar systems. The plan includes installing 67.8 megawatts of new solar power capacity for island and lakeside communities through 35 microgrids, as well as installing 12000 rooftop solar systems for households, small businesses, and public facilities. In the evaluation report for November 2025, the project implementation was rated as "satisfactory", but it was pointed out that due to slow tax exemption approval and delayed government funding disbursement, the project progress was delayed. As of the end of 2025, only 12.6% of project funds had been disbursed.
At the end of 2025, KfW, a German bank, launched an international tender to build a solar module assembly plant in Kumasi. The factory is designed to have an annual production capacity of 75 megawatts of solar panels. If completed as planned between 2026 and 2027, it will become the first such factory in West Africa. The proposed factory is expected to reduce dependence on Asian imports by promoting technology transfer, making Ghana a potential supplier to the Economic Community of West African States (ECOWAS) market and a cornerstone of Ghana's green industrialization ambitions. At the same time, Ghana's domestic project reserves are constantly increasing, including the 200 MW Norbert Anku solar power park, which is expected to expand to 1 GW by 2032.
This transformation reflects the trend across Africa. Nigeria is expanding its solar microgrid project as part of its $7.8 billion clean energy investment plan. Kenya continues to lead the region with over 400 operational microgrids and African wind power facilities at Lake Turkana. Angola is advancing a 724 MW solar project supported by Western partners, while Morocco is consolidating its massive solar and concentrated solar power (CSP) scale and is expected to export electricity to Europe in the future. If financing remains stable, the installed solar capacity in Africa may exceed 100 gigawatt hours by 2030, up from around 10 gigawatt hours currently.
The Ghana China Economic and Trade Cooperation Promotion Conference and Ambassador to China Exchange Conference were successfully held in Shenzhen
On November 27, 2025, the Ghana China Economic and Trade Cooperation Promotion Conference and Ambassador to China Exchange Conference, jointly hosted by the Ghana China Chamber of Commerce and Baixin Group, was successfully held in Shenzhen. The Ghanaian ambassador to China, Kojo Bangsu, and his delegation, the head of the Ghana China Chamber of Commerce, representatives of the "the Belt and Road" Environmental Technology Exchange and Transfer Center (Shenzhen) (hereinafter referred to as the "the Belt and Road" Center), the group guests of the China Enterprise News, and about 60 Chinese entrepreneurs gathered together to closely follow the deployment requirements of the "the Belt and Road" initiative and the "Eight Actions" and "Nine Projects" of the Forum on China Africa Cooperation, focus on "deepening China Canada practical cooperation and jointly seizing African market opportunities", discuss new paths for investment layout, help Chinese enterprises to deeply integrate into the West African market, and inject new momentum into the high-quality development of China Africa economic and trade cooperation. In his speech, Zhang Hualong, President of the Ghana China Chamber of Commerce, stated that Africa, as a highly potential "super blue ocean market" in the world, has become a core hub for Chinese enterprises to layout in West Africa with its stable development environment, outstanding resource endowment, and friendly investment policies. Ghana as a West African country
Two major economies, stable political situation, independent and perfect judicial system, and governance level ranking among the top in Africa; Located in deep-water ports such as Tema and Takoradi, radiating to 15 West African countries and the African Continental Free Trade Area (AfCFTA), it is a core node for regional trade and logistics.
In terms of resource endowment, Ghana's gold reserves are second only to South Africa, with abundant strategic mineral reserves such as diamonds, manganese ore, and bauxite; Currently, the country is promoting infrastructure projects such as road upgrades, port expansions, and energy projects, with investment demands in related fields exceeding 12 billion US dollars
The space is vast. At the policy support level, Ghana has introduced tax incentives such as zero tariffs on mineral development equipment, 75% reduction in annual investment capital, and 5% investment subsidies. After optimizing the enterprise registration process, all procedures can be completed within 5 working days, providing efficient and convenient landing for foreign-funded enterprises. As a public service agency authorized by the Ghanaian government, the Ghana China Chamber of Commerce will provide full process services such as project docking, compliance guidance, and government enterprise resource linkage for Chinese enterprises, helping them reduce the risk of going global. At present, 56 Chinese state-owned enterprises and private enterprises have taken root and developed in Ghana, covering multiple fields such as infrastructure, technology, and energy. China Canada cooperation has entered a period of rapid development.
2、 Introduction to Nano Energy
Ghana's energy structure: 32.9% of Ghana's electricity generation comes from hydroelectric power, 66.4% from thermal power, and the remaining 0.7% from photovoltaic and biogas power generation. The Ghanaian government is committed to promoting the development of renewable energy to achieve the transformation of energy structure and sustainable economic development. Ghana plans to achieve a 10% share of solar power generation by 2030 and has abundant biomass, wind, and hydro resources. Ghana has passed the Renewable Energy Act, establishing key mechanisms such as mandatory purchase policy, mandatory grid connection policy, electricity purchase system, and renewable energy fund.
The Ghana Energy Development and Access Project (GEDAP) aims to improve the efficiency of the power system, increase the proportion of electricity users, and transform Ghana into a low-carbon economy by reducing greenhouse gas emissions. Ghana's power sector has long faced challenges in terms of supply security and power quality, with existing power plants unable to meet their generation capacity.
In summary, the current state of Ghana's energy industry market shows an increase in electricity consumption, an increase in installed capacity and power generation, as well as an emphasis on the development of renewable energy. The government is promoting the transformation of energy structure through policy support and international cooperation to achieve sustainable development goals.
