As the largest province in China's shipbuilding and offshore industry, looking at the vast rivers, deep seas and oceans, there are always the shadow of "Jiangsu made" ships everywhere. The shipbuilding and offshore industry in Jiangsu is mainly concentrated in the areas along the Yangtze River, with Nantong, Taizhou, and Yangzhou gathering more than 80% of the province's shipbuilding capacity.

The three cities of Tongtai and Yangzhou are geographically adjacent and have integrated industries, combining favorable weather, geographical location, and harmonious people. Jiangsu, located at the confluence of rivers and seas, has numerous ports along the coast. Among them, Nantong is located by the riverside and the sea, with a good coastline and superior geographical location; Taizhou is located on the banks of the Yangtze River and is a vital waterway and throat; Yangzhou's water area accounts for 30.5%, nearly twice the average proportion of the Yangtze River Delta region. It is also the only city in the Yangtze River Delta region where the Yangtze River, Huai River, and Grand Canal all flow through. All three regions have good resource endowments and location advantages, making them suitable for the development of modern shipbuilding and marine industries.

At present, the Tongtaiyang Yangtze River Ship and Marine Industry Belt has been formed, with differentiated competition among different regions, forming characteristic bases such as Nantong's marine equipment and luxury cruise ships, Taizhou's large oil tankers and container ships, and Yangzhou's large bulk carriers and roll on/roll off ships. In terms of ocean going vessels, three ocean going shipbuilding bases have been formed in Nantong, Taizhou, and Yangzhou, which are characterized by industrial agglomeration, enterprise clusters, prominent main businesses, distinctive features, and strong driving force. Nantong is also building an internationally first-class cruise ship manufacturing base and a Nantong offshore equipment manufacturing base.

In terms of scale, the total output value of the leading industries in the Tongtaiyang cluster reached 232.7 billion yuan in 2022, accounting for 35.6% of the national shipbuilding and marine industry output value, and 7.8% of the total industrial output value of Nantong, Taizhou, and Yangzhou cities. The scale of shipbuilding industry has ranked first in China for 14 consecutive years. The new orders and deliveries of offshore equipment account for about 1/4 of the national total. The degree of industrial agglomeration has exceeded 85% for several consecutive years. The cluster has achieved delivery performance and construction capabilities for various civilian transport ships, engineering ships, and marine engineering equipment from offshore to deep sea. Supporting products such as crane, servo, platform lifting system, anchor chain, etc. have a high market share, and the supporting capabilities of the industrial chain continue to strengthen. The Tongtaiyang region is one of the most densely developed areas in China's shipbuilding industry. According to a survey of some shipbuilding and offshore assembly enterprises in the cluster, 13 enterprises have more than 1800 qualified equipment suppliers of various sizes, with a maximum of 476 equipment suppliers per enterprise. Nearly 800 suppliers are distributed in the Tongtaiyang region of the cluster, forming a complete supporting system with assembly manufacturing as the core, integrating research and development, design, materials, equipment, services, etc. The local matching rate of the three mainstream ship types reaches 65%, and the local matching rate of special ships and marine equipment reaches 25%. A batch of key equipment is in a leading position nationwide, with medium speed diesel engines and deck machinery accounting for 50% of the domestic market share. The world's first small bore marine dual fuel low-speed engine has been applied for shipment, achieving zero breakthroughs, and breakthroughs have been made in key marine engineering supporting equipment such as wave compensation wharf and mooring system.

In order to build a high-level, landmark world-class advanced manufacturing cluster for shipbuilding and marine engineering with a complete system, efficient collaboration, green intelligence, safety and controllability, the Jiangsu Provincial Department of Industry and Information Technology organized the industry and information departments of Nantong, Taizhou, and Yangzhou to focus on the core task of cluster cultivation around the construction of the "1650" industrial system, deploy around the "14th Five Year Plan" for the development of the shipbuilding and marine engineering equipment industry in Jiangsu Province, focus on intelligent transformation, digital transformation, and network connection, accelerate the amplification of the "smart transformation and digital transformation" effect of "network connection", and conscientiously formulate and organize the implementation of the "Three Year Action Plan for the Cultivation and Improvement of National Advanced Manufacturing Clusters for High tech Ships and Marine Equipment in Nantong, Taizhou, and Yangzhou, Jiangsu Province (2023-2025)". (hereinafter referred to as the "Action Plan").

The Action Plan proposes that by 2025, the high-quality development of the shipbuilding and offshore industry will have achieved significant results, the scientific research and innovation capabilities will be significantly improved, a new intelligent and green industrial ecology will be basically established, the supporting and service capabilities of the entire industry chain will be significantly enhanced, the industrial development environment will be further optimized, and a world-class shipbuilding and offshore industry cluster pattern will be basically formed. The industrial scale continues to maintain a leading position in the country, with marine equipment accounting for about 30% of the national market share, high-tech ships accounting for about 40% of the national market share, and ships and marine equipment striving to account for about 20% of the world market share. Cultivate a group of world-renowned enterprises and brands, and cultivate a group of supporting product brands with strong influence in the industry. Promote leading enterprises to continuously increase their research and development funding, striving to achieve a proportion of 5%, and establish one provincial-level manufacturing innovation center (technology innovation center). Strive to achieve a supporting capacity of 65% for mainstream ship types and 25% for marine engineering.
