Recently, it was learned from the 2026 Provincial Water Resources Work Conference that during the 14th Five Year Plan period, Yunnan Province has continuously strengthened the cornerstone of water security guarantee, made breakthrough progress in water conservancy reform, and laid a solid foundation for the start of the 15th Five Year Plan.

Since the 14th Five Year Plan, Yunnan Province has made historic achievements in the prevention of water and drought disasters. Creatively carry out five actions of "underground water search, sky water demand, mountain spring water diversion, emergency water diversion, and national water conservation", and successfully respond to the most severe drought since records began in 1961 in 2024. Strictly implement the refined forecasting and response linkage mechanism of flood prevention "1262", and successfully respond to 24 rounds of heavy rainfall, 12 numbered floods, and 210 over alert floods by 2025.

In the past 5 years, Yunnan Province has promoted high-quality water network construction, with 95% of the first phase of the Yunnan Central Water Diversion Project completed and 61% of the second phase supporting projects completed. Three large reservoirs, Dehou, Angang, and Chelmabi, have been built and have been put into effect. The reserve of large-scale irrigation areas, medium-sized reservoirs, and small and medium-sized river management projects is at the forefront of the country. The implementation of the "Three Year Action Plan" for urban and rural water supply has historically changed the situation where 1.57 million people rely on water cellars for water supply, solved the emergency water supply problem for 1.7 million people due to drought, and effectively improved the water supply guarantee level for 12.29 million urban and rural residents. The ecological environment of rivers and lakes has significantly improved. With the continuous deepening of water-saving actions and the continuous strengthening of water resources supervision in Yunnan Province, the area of soil erosion has decreased from 100600 square kilometers at the end of the 13th Five Year Plan to 94400 square kilometers, and the "large-scale water conservation" pattern has gradually improved. We will comprehensively promote the "three treatments and one improvement" of key plateau lakes, establish a "9+1" legal system for lake management, strengthen spatial control of "two lines" and "three zones", establish a "one lake, one account" dispatch mechanism, stabilize and improve the water quality of key plateau lakes such as Dianchi Lake and Erhai Lake, reduce the deterioration of water quality in Qilu Lake and Yilong Lake, and ensure that the water quality of the six major water systems' cross-border sections meets 100% standards.

The water conservancy reform work continues to make breakthroughs. The implementation of the "six mechanisms" for water price reform in efficient water-saving irrigation projects and the construction of "one hundred counties, ten thousand acres" are underway. The comprehensive reform of agricultural water prices is leading in the country, promoting "water conservancy+" investment and financing models such as "land for storage" and "water finance", innovating "water loan" and "water-saving loan", and promoting the formation and momentum of water conservancy investment and financing reform. Focusing on the resource advantages of "three waters and two heats", the system proposes 76 feasible paths to steadily promote the development and utilization of new water related business models. During the 14th Five Year Plan period, the level of water conservancy governance and management in Yunnan Province has achieved systematic improvement, and the approval of water related projects has effectively ensured the high-quality development of the province's economy.

During the 15th Five Year Plan period, the development of water conservancy in Yunnan Province will enter a critical period of comprehensive efforts. The water conservancy system in the province will focus on addressing drought and water shortages to make up for deficiencies and improve the level of water supply security in accordance with the work deployment of the Provincial Party Committee, Provincial Government, and Ministry of Water Resources; Focusing on the advantages of dry and hot river valleys, we strive to consolidate the foundation of food security; Focus on flood prevention and ensure safety, and strive to firmly guard the bottom line of river safety; Focus on improving the quality of river and lake protection, and strive to build a solid ecological security barrier; Focus on activating the power of water conservancy reform and enhance the driving force of innovative development.

After the comprehensive completion of the Central Yunnan Water Diversion Project by 2030, the main framework and arteries of Yunnan's water network will be basically formed, and the water security guarantee capacity in the Central Yunnan region will reach the national average level. The construction of the three-level water network at the provincial, municipal, and county levels has been implemented in an orderly manner, and the ability to optimize the allocation of water resources has been greatly improved. The ability to ensure water security in dry and hot river valleys has been significantly enhanced. The integrated pattern of urban and rural water supply in the province has basically taken shape, and the problem of uneven urban and rural water supply has been effectively solved. The flood control and disaster reduction system in the basin is constantly improving, and the ability to prevent water and drought disasters is further enhanced. The ecological environment of key rivers and lakes has significantly improved, and significant progress has been made in the water ecological environment. The modern water management system has basically taken shape, and Yunnan's water conservancy has achieved high-quality leapfrog development.
