（1） Background of the Expo
In order to conscientiously implement the important speech and instructions of General Secretary Xi Jinping on promoting the integrated development of the Yangtze River Delta, emergency management, disaster prevention, reduction and relief, promote the coordinated development of emergency management in the Yangtze River Delta, promote the transformation and upgrading of emergency and safety industries, enhance emergency disaster prevention, reduction and rescue capabilities, and create a strong atmosphere for the whole society to participate in emergency response, it has been agreed at the symposium of the main leaders of the Yangtze River Delta region that the Yangtze River Delta International Emergency Disaster Reduction and Rescue Expo (hereinafter referred to as the "Yangtze River Delta International Emergency Expo") will be jointly held by three provinces and one city. With the approval of the people's governments of three provinces and one city, and reporting to the Ministry of Emergency Management, the Yangtze River Delta International Emergency Expo is jointly hosted by the emergency management departments (bureaus) of Shanghai, Jiangsu, Zhejiang, and Anhui provinces and one city, as well as the Shanghai International Trade Promotion Committee, with the Yangtze River Delta Regional Cooperation Office as the supporting unit. The Yangtze River Delta International Emergency Expo has been included as a key project in the "Three Year Action Plan for Integrated Development of the Yangtze River Delta Region (2021-2023)" and the "14th Five Year Plan" of Shanghai.

We will strengthen the construction and management of government emergency management system, emergency disaster relief technology and equipment, fire rescue system, medical system construction, emergency disaster relief material supply, high-tech integrated development industry, emergency communication and command, transportation and logistics, special equipment, and public disaster prevention and reduction emergency cultural education from multiple levels and aspects. We are committed to building an emergency management expo that is in line with the social and economic development of the Yangtze River Delta region, led by the government and operated in a market-oriented manner, with significant international influence, authority, and foresight.
